What Does This Mean for Shipowners?

Flag performance contributes to the Paris MoU Ship Risk Profile. Inspection priority also depends on vessel type, age, Recognized Organization, company performance and inspection history.

Detention Rate

The percentage of inspections resulting in detention. Calculated as:

Detentions ÷ Inspections × 100

Example: 23 detentions / 1,742 inspections = 1.32% (Norway).

Excess Factor

A statistical performance indicator used by Paris MoU in the White, Grey and Black List methodology. It is distinct from the simple detention rate and incorporates statistical confidence limits.

Risk Levels (Black List)

The Black List contains three risk bands shown in the official performance table.
